That's not really true. The difference between Photoshop and Illustrator is that Photoshop is what's called a raster program and Illustrator is a vector program. To put it basically, in Photoshop you are working with images on a pixel-by-pixel basis, but in Illustrator you are putting together images based on graph co-ordinates and lines and shapes (not that you're working on a graph or anything).
They're both useful for different things; Personally, I almost never make anything that hasn't used a lot of both. Most people that I know who color ink drawings tend to use Photoshop. If you wanted really elegant, smooth shapes of color, though, Illustrator might be a better choice. It all depends on what you want to do.
One thing that Illustrator will never have that rules the earth, though:
DODGE AND BURN TOOL. Rock and roll!!!
