It was entertaining, and Ledger was amazing as The Joker. But in the end, it was a let down for me. Mainly because, even more than Begins, this just didn't feel like a Batman film.
When you have a boatload of criminals that won't push the button of a boatload of civilians, then you don't have Gotham City, IMHO. And if you can't even get Gotham right . . .
